Since BOT is a state-owned financial institution, its employees are hired in accordance with the "Measures for the Employment of Personnel of Finance and Insurance Institutions Subordinate to the Ministry of Finance". In accordance with the needs of personnel of business units and future business planning, within the scope of budgeted positions and personnel expenses, BOT utilizes public bidding and procurement procedures and entrusts external professional agencies to select relevant personnel through public examinations. This process is not influenced by factors such as the person's social class, religion, political affiliation, birthplace, gender, or age, to ensure fairness in the selection process. In 2023, the Company hired 525 new employees, including 221 male employees and 304 female employees. In the last three years, 818 new employees were retained, with a retention rate of approximately 93.17%.

By the end of 2023, the number of employees of BOT in Taiwan and abroad reached 8,528 Note1 with an average age of 45.49. BOT hired people with physical and mental disabilities and indigenous people according to the government's "People with Disabilities Rights Protection Act" and the "Indigenous Peoples Employment Rights Protection Act" quota. Non-employees
In 2023, non-employees of BOT mainly comprised security personnel, maintenance personnel, and cleaners. BOT's security team is subordinate to the No. 1 Battalion, Seventh Police Corps, National Police Agency, Ministry of the Interior, and takes responsibility for maintaining the security of the bank buildings and vaults, as well as escorting banknotes and securing the major cash flows and national financial order of Taiwan. The work of the security team is closely related to BOT's daily business operations.

Fair Remuneration System
As a state-owned financial institution, BOT is also subject to the "Labor Standards Act". Relevant matters, including employees' working conditions, benefits, pension system, and welfare measures, are handled according to the "Labor Standards Act" and the relevant laws and regulations governing public institutions.
In 2023, employees' salaries were generally adjusted by 5%. The monthly average salary (including salary and bonuses) of female employees across the bank was approximately NT$108,360, while that of male employees was approximately NT$103,261. Therefore, the average monthly salary of female employees was approximately 1.05 times that of male employees.

Fair Assessment and Reward & Punishment
To establish a fair assessment and reward & punishment system, BOT handles employee assessments primarily according to the "Key Points for the Assessment of Government Functionaries of the Executive Yuan" and "Subordinate Agencies during Ordinary Times, and the "Measures for the Assessment of Personnel of Financial Insurance Institutions Subordinate to the Ministry of Finance". It has internally established the "Precautions for Handling Annual Employee Assessments" and the "Key Points for Staff Reward and Punishment". BOT has further established a "Personnel Evaluation Committee", which is responsible for faithfully and thoroughly recording assessments during ordinary times as the basis for year-end assessments, thus assuring the fairness of the assessment and reward and punishment system, safeguarding employees' rights and interests and corporate discipline.
